FBI wants palm prints, eye scans, tattoo mapping

CLARKSBURG, West Virginia (CNN) -- The FBI is gearing up to create a massive computer database of people's physical characteristics, all part of an effort the bureau says to better identify criminals and terrorists.

The FBI wants to use eye scans, combined with other data, to help identify suspects.

But it's an issue that raises major privacy concerns -- what one civil liberties expert says should concern all Americans.

The bureau is expected to announce in coming days the awarding of a $1 billion, 10-year contract to help create the database that will compile an array of biometric information -- from palm prints to eye scans.

Kimberly Del Greco, the FBI's Biometric Services section chief, said adding to the database is "important to protect the borders to keep the terrorists out, protect our citizens, our neighbors, our children so they can have good jobs, and have a safe country to live in."

Open Source Militias

I found this interesting in itself, but even more interesting in light of the governments history of infiltrating organizations it considers subversive, sometimes even coopting entire movements. Will we see a revival of the militia movement in this country that is guided by the hidden hand of power?

The way we have become our own betrayers to the NWO is the result of a series of masterful manipulations. Entrpreneurial litegation, artificially generated debt and its collection, speculative war investment, where are we taking ourselves? A stepping up of organized stalking, (see the video below), is almost sure to follow.

The US military is on the slow path to the realization that nation-building -- from reconstruction to other forms of traditional COIN dogma that serve to return legitimacy to the government -- doesn't work. Politics and populations in our new global environment fragment faster than they can be assembled into cohesive entities. What does work to slow the spread of temporary autonomous zones and open source insurgencies are open source militias. While messy (and many times as bad as what they replace), these militias do work:



  • Colombia. The AUC blunted the spread of the FARC and other revolutionary groups.
  • Sao Paulo, Brazil. Neighborhood militias have purged neighborhoods of the PCC (a criminal drug gang).
  • Iraq. Anbar awakening and other militias have radically diminished al Qaeda's operational sphere.

Open Source Militias

In each case, militias developed organically based on local loyalties that have nothing to do with the central government. Their emergence is spontaneous and a surprise to the government or the foreign military occupation. They develop according to a now familiar pattern:



  • Expansion. Guerrillas or criminal gangs move into a new area in which they have no organic support. They impose their own form of governance which is at odds with local needs.
  • Reaction. These external guerrillas/gangs intimidate/kill local leaders. A militia is formed to force the encroaching groups out.
  • Domination. The local militia begins to run the neighborhoods/area. Soon, they tend to adopt many of the same financial systems of the guerrillas/gangs (from drugs to extortion) and enforcement measures (assassination, torture, etc.). However, they remain less hostile to the government and commercial interests than the guerrillas/gangs.

An Expansible Strategy?

The rapid emergence of these local militias in Anbar came as a surprise to both the Iraqi government and the US military. Despite the lack of loyalty these groups have to the Iraqi government (and the previous involvement of many of these groups in killing US troops), the US military embraced them -- in that have been given a degree of autonomy as well as arms and training. The result has been the return to a slow burning war, a status quo of sorts, that will continue to operate at levels of violence not seen since early 2006. The success of this approach, as opposed to the boondoggles we've experienced in conventional operations, has led the US Special Operations Command to recommend in a new briefing (leaked to the press), that the US replicate the "militia strategy" in Pakistan. Unfortunately, the report makes the following errors:



  • The wrong militia. The US, due to political restrictions, wants to focus its efforts on the Frontier corps. This militia is too tightly connected to the government and has a record of atrocity that makes it unlikely to generate any meaningful form of local loyalty.
  • Bad timing. This process works according to its own rules, it cannot be forced. The guerrillas (a combination of different flavors of Taliban, tribes, and al Qaeda) will eventually overreach. This process is in motion, but the reaction that forms local militias will not occur until much later (the government and the US are still considered the primary enemy).
  • Government opposition. The organic rise of local militias will be an affront to the Pakistani government since it represents a near permanent loss of control over these regions. They will resist it (despite their preoccupation with oppressing Pakistani civil society). Unlike the Iraqi government, they will not roll over on this.


Final Note: The use of a plethora of militias to fight a global open source insurgency from Nigeria to Mexico to Iraq to Pakistan is effective within a grand strategy of delay (it holds disorder at bay while allowing globalization to work). Most beneficially, it eliminates the need for nation-building, massive conventional troop deployments, and other forms of excess. Some questions remain: can the US manage something this complex or this messy? Will the rest of the US military/contractors sit idle (and as a result fall victim to budget cuts) while light weight special operations forces (and their allied private military corporations) take center stage?

Secret Government Projects 1 - 1946-1953

1946
Patients in VA hospitals are used as guinea pigs for medical experiments. In order to allay suspicions, the order is given to change the word "experiments" to "investigations" or "observations" whenever reporting a medical study performed in one of the Nation's veteran's hospitals.

1947
(A) Colonel E.E. Kirkpatrick of the U.S. Atomic Energy Commission issues a secret document (Document 07075001, January 8, 1947) stating that the agency will begin administering intravenous doses of radioactive substances to human subjects.
(B) The CIA begins its study of LSD as a potential weapon for use by American intelligence. Human subjects (both civilian and military) are used with-and-without their knowledge.

1950
(A) The Department of Defense begins plans to detonate nuclear weapons in desert areas and monitor downwind residents for medical problems and mortality rates.
(B) In an experiment to determine how susceptible an American city would be to biological attack, the U.S. Navy sprays a cloud of bacteria from ships over San Francisco. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.
(C) The French conducted research on infrasonic weapons (from "The Road From Armageddon", by Peter Lewis, Resonance #13, pp 9-14).
(D) The newly-formed CIA initiated studies in mind-control programs in 1950 with Project Bluebird (rechristened "Artichoke") in 1951. To establish a ' cover story' for this research, the CIA funded a propaganda effort designed to convince the World that the Communist Bloc had devised insidious new methods of re-shaping the human will. The CIA's own efforts could therefore -- if exposed -- be explained as an attempt to "catch up" with Soviet and Chinese work.

The primary promoter of this 'line' was one Edward Hunter -- a CIA contract employee operating undercover as a journalist and later a prominent member of the John Birch society. Hunter offered 'brainwashing' as the explanation for the numerous confessions signed by American prisoners of war during the Korean War and (generally) UN-recanted upon the prisoners' repatriation. These confessions alleged that the United States used germ warfare in the Korean conflict -- a claim which the American public of the time found impossible to accept.
Many years later, however, investigative reporters discovered that Japan's germ warfare specialists (who had wreaked incalculable terror on the conquered Chinese during WWII) had been mustered into the American national security apparatus. And the knowledge gleaned from Japan's horrifying germ warfare experiments probably WAS used in Korea just as the ' brainwashed' soldiers had indicated.

Thus, we now know that the entire brainwashing scare of the 1950s constituted a CIA hoax perpetrated upon the American public. CIA deputy director Richard Helms admitted as much when in 1963, he told the Warren Commission that "Soviet mind-control research consistently lagged years behind American efforts."

1951
(A) Alfred Hubbard first tries LSD. An OSS officer in WWII, Hubbard first took LSD in 1951 and proceeded to "turn on" several individuals prominent in LSD research including Dr. Humphrey Osmond, Myron Stolaroff , and Aldous Huxley, earning him the title of "the Johnny Appleseed of LSD" (Lee, Martin and Schlain, Bruce, Acid Dreams, Grove Press, 1985, pg 44).
circa 1951, Hubbard later did undercover work for several agencies including the FDA and FBI. He reportedly tried (and failed) to "turn on" J. Edgar Hoover. He introduced LSD to many high-ranking intelligence officers. In the early 1950s, he refused an offer to join the CIA (Lee and Schlain, pg 52). In all, it is estimated that Hubbard introduced LSD to over 6,000 individuals. He worked until 1965 at the International Foundation for Advanced Study (mis-identified here, I think, as the International Federation for Advanced Studies) (Fahey, Todd Brendan, The Original Captain Trips", High Times, November 1991).
Fahey describes Hubbard's work at SRI differently, placing him with the Alternative Futures Project which sought to "turn on" the World's political and business leaders. He left SRI in 1974 and died on August 31, 1982 (Fahey).
(B) The Department of Defense begins open air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

1952
(A) As a child in 1952, Jack Sarfatti claims to have received phone calls from the mechanical voice of a conscious computer aboard a spaceship recruiting him along with 400 others for some special project. These calls have similarities to the mechanical voice which talked to Andrijah Puharich via his tape recorder. Sarfatti was later associated with Puharich. Puharich first contacts "The Nine" (a group of "channeled" being) via a medium.
(B) During the CIA's MK-ULTRA mind-control program, John Lilly briefed the intelligence community on his work to map out the brains of animals using implanted electrodes. He abandoned this line of work because he felt it was unethical.
John Lilly studied the effects of sensory deprivation tanks and also briefed the intelligence community with his progress. Lilly refused to let any of his work be classified and ended up leaving the National Institute of Health when he found that he could not work without the interference of the Government.
(C) Project Moonstruck/ CIA:

1953
(A) John C. Lilly -- when asked by the director of the National Institute of Mental Health (NIMH) to brief the Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI), National Security Agency (NSA), and the various military intelligence services on his work using electrodes to stimulate directly the pleasure and pain centers in the brain -- refused.
He said, "Dr. Antione Redmond -- using our techniques in Paris -- has demonstrated that this method of stimulation on the brain can be applied to the human without help of the neurosurgeon ... This means that anybody with the proper apparatus can carry this out covertly with no external signs that electrodes have been used in that person. I feel that if this technique got into the hands of a secret agency, they would have total control over a human being and be able to change his beliefs extremely quickly, leaving little evidence of what they had done." When the CIA's mind-control program was transferred from the Office of Security to the Technical Services Staff (TSS) in 1953, the name changed again to MK-ULTRA. Later still, in 1962 mind-control research was transferred to the Office of Research and Development; project cryptonyms remain unrevealed. What was studied? Everything including hypnosis, conditioning, sensory deprivation, drugs, religious cults, microwaves, psychosurgery, brain implants, and even ESP. When MK-ULTRA "leaked" to the public during the great CIA investigations of the 1970s, public attention focused most heavily on drug experimentation and the work with ESP. Mystery still shrouds another area of study -- the area which seems to have most interested ORD: psychoelectronics
(C) Martin Cannon, The Controllers: A New Hypothesis of Alien Abduction:
"The MK-ULTRA program was a covert behavior modification program run by the CIA in the early 1950s with the purpose of finding ways to make men more suggestible and involving the use of pain, drugs, and hypnosis on unsuspecting human guinea pigs.
(D) The first person to publicly expose the CIA's use of "pain-drug-hypnosis" was L. Ron Hubbard, the founder of Scientology who wrote in his 1951 book Science of Survival that it had become so extensively employed in espionage work that it was long past the time that people should have become alarmed about it.
"Mr. Hubbard's statement was found to be true in the 1970s when the CIA's program became public knowledge after the Freedom of Information Act enabled investigators to document the agency's inhumane and grotesque experiments on human subjects. (E) U.S. military releases clouds of zinc cadmium sulfide gas over Winnipeg, St. Louis, Minneapolis, Fort Wayne, the Monocacy River Valley in Maryland, and Leesburg, Virginia. Their intent is to determine how efficiently they could disperse chemical agents.
(F) Joint Army-Navy-CIA experiments are conducted in which tens-of-thousands of people in New York and San Francisco are exposed to the airborne germs Serratia marcescens and Bacillus glogigii.

Secret Government Projects 1 - 1931-1945

  • 1931
    Dr. Cornelius Rhoads -- under the auspices of the Rockefeller Institute for Medical Investigations -- infects human subjects with cancer cells. He later goes on to establish the U.S. Army Biological Warfare facilities in Maryland, Utah, and Panama, and is named to the U.S. Atomic Energy Commission. While there, he begins a series of radiation exposure experiments on American soldiers and civilian hospital patients.
  • 1932
    The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis. Their families were never told that they could have been treated.
  • 1933
    A Humanist Manifesto is published with 34 prominent signatories at the time:

  • 1934
    (A) "A method for Remote Control of Electrical Stimulation of the Nervous System", a monograph by Drs. E.L. Chaffee and R.U. Light.
    (B) Experiments in Distant Influence, a book by Soviet Professor Leonid L. Vasiliev. He also wrote the article "Critical Evaluation of the Hypnogenic Method" concerning the work of Dr. I. F. Tomashevsky on experiments in remote control of the brain.
  • 1935
    The Pellagra Incident. After millions of individuals die from Pellagra over a span of 2 decades, the U.S. Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency, but failed to act since most of the deaths occurred within poverty-stricken black populations.
  • 1940
    400 prisoners in Chicago are infected with malaria in order to study the effects of new and experimental drugs to combat the disease. Nazi doctors later on trial at Nuremberg cite this American study to defend their own actions during the Holocaust.
  • 1942
    Chemical Warfare Services begins mustard gas experiments on approximately 4,000 servicemen. The experiments continue until 1945 and made use of Seventh Day Adventists who chose to become human guinea pigs rather than serve on active duty.
  • 1943
    In response to Japan's full-scale germ warfare program, the U.S. begins research on biological weapons at Fort Detrick, MD.
  • 1944
    U.S. Navy uses human subjects to test gas masks and clothing. Individuals were locked in a gas chamber and exposed to mustard gas and lewisite.
  • 1945
    (A) After World War II, the Allies discovered the Japanese had been developing a "death ray" utilizing very short radio waves focused into a high power beam. Tests were done on animals. The Japanese denied ever testing it on humans. (From the Strategic Bombing Survey, Imperial War Museum, London. Cited with photocopies in "Japanese Death Ray", by Peter Lewis, Resonance#11, pp 5-9)
    (B) Project Paperclip is initiated. The U.S. State Department, Army intelligence, and the CIA recruit Nazi scientists and offer them immunity and secret identities in exchange for work on top-secret government projects in the United States.
    (C) "Program F" is implemented by the U.S. Atomic Energy Commission (AEC). This is the most extensive U.S. study of the health effects of fluoride, which was the key chemical component in atomic bomb production. One of the most toxic chemicals known to man, fluoride causes marked adverse effects to the central nervous system. But much of the information is squelched in the name of "national security" because of fear that lawsuits would undermine full-scale production of atomic bombs.

Weeds and Flowers

Last nights show gave us a lot to consider. We lost the telephone connection half way though the show and we had no way of getting back in touch with him, as he refused resolutely to give us a telephone number or any way of contacting him. Your intrepid host and crew at the Garden of Truth broadcast soldiered on nonetheless. We hoped our guest would call back, but he has yet to. The second half of the show, which ran well into its sixth hour before we knew it, I took the opportunity to read some of the more crucial documents our guest had provided before the broadcast. As I like to do, I read the documents through without comment and I'll start an initial dissection of the information revealed in tonights show.

I'm wondering about the significance of event that happened in the greater world in 1979. I'm not positing a theory, consider this a short note, a list of coincidental actions and observed phenomena that is by no means complete.

In no particular order of importance or chronological sequence:

The creation of the First Earth Battalion, an alleged US army project to create our own version of "Warrior Monks". One of their soldiers is later called back into service in Iraq.

The energy crisis is the first of many events to get us innured to out of control inflation as a constant fact of life. OPEC showes exactly how easily they can bring down our very civilization.

The existance of the Rapid Deployment Forces (RDF) becomes known. The RDF was a mobile fighting force capable of responding to worldwide trouble spots, without drawing on forces committed to the North Atlantic Treaty Organization (NATO). The RDF was the forerunner of CENTCOM. Our increasing use of mercenaries may have roots there.

Iraqi President Hasan al-Bakr resigns and Vice President Saddam Hussein replaces him. The CIA may have had a hand in, while manipulating the Iran Hostage crisis, (444 days. Work it out.)

Raymond Washington, known for founding the Crips, today one of the largest, most notorious gangs in the United States, is shot and killed five months following his arrest for quadruple murder. (His killers have not yet been identified.)

Cheap cocaine starts flooding the streets of America, production and importation of heroin is ramped up significantly.

A breakthrough in trans-dimensional travel with the successful test of a dimensional travel device, though it seems, this one was not developed around these parts. More threads of double agents and infiltration and counter-infiltration that ensue will need a show of its own.

The Soviet Union seizes control of Afghanistan, and Babrak Karmal replaces overthrown and executed President Hafizullah Amin.

Sandinistas seizes power in Nicaragua, leading to the initiation of yet another covert CIA operation. Two major sources for drugs are the focus of covert operations promted by so-called conservative officials.

Look into 33 year cycles in history.

I'm going to get the spade and shears.
